Important Information for Managers Recruiting Clinical Measurement Physiologists

We have received a number of queries from managers currently recruiting physiologists regarding the recognition and accreditation of qualifications.

Earlier this year, following its decision not to renew an agreement with the IICMP for the independent verification of qualifications against the IICMP minimum entry-to-practice standards for Clinical Measurement Physiologists, the HSE established its own employment control process for assessing individuals seeking employment within the HSE as Clinical Measurement Physiologists. The IICMP has not been provided with details of this assessment process, including the minimum standards being applied, the assessment methods or the professional backgrounds and qualifications of those undertaking these assessments.

We are also aware that recognition has been granted through the HSE process to individuals who previously did not meet the IICMP’s minimum entry-to-practice educational standards. This suggests that the HSE process may be applying different standards.
Without greater transparency regarding the process and the standards being used, the IICMP is not currently in a position to provide assurance about, or endorse, the outcomes of the HSE process. We believe this requires urgent clarification, particularly given the potential implications for patient safety. We have raised these concerns with the Minister for Health on a number of occasions.

We also understand that individuals who are not employed by, or due to take up employment with, the HSE may be accessing the HSE process. This raises additional questions regarding the intended direction and scope of that process.
The IICMP continues to provide a recognition and accreditation of qualifications process against the published, nationally agreed minimum entry-to-practice standards for Clinical Measurement Physiologists.

Recognition and accreditation letters issued by the IICMP carry both an ink stamp and an embossed stamp. If you wish to verify the validity of a letter or confirm whether an individual has completed the IICMP process, please contact accreditation@iicmp.ie
